I'm no fan of lotteries either. I do however think calling something voluntary a tax distorts the language and can lead to clouded thinking. A tax is "A contribution for the support of a government required of persons, groups, or businesses within the domain of that government." dictionary.reference.com "Required" is a very important distinction IMO. It fundamentally changes the nature of the transactions. Taxes are at least indirectly about force and compulsion. None of this means that a lottery has to be a good thing, or even an acceptable thing. There are plenty of things besides taxes which are morally or practically problematic (in fact many things are much more so than most taxes). Tim
