I think there is little doubt that, beneath this, is something much more alarming than we've seen to date.

I don't recall where, and a few minutes of googling did not turn it up, but I saw in the past few days a quote to this effect, {paraphrasing from memory}

"If the Intelligent Committee perserveres, they will find within the large, unfocused program, a small, tightly focused group delivering something that the White House wants very much."
