Yes fear is a big part of it. Fear of things rangeing from social astracism (at least in certain areas or socieites) to violence and murder. As well as the feat that standing up against the more radical elements will be ineffective. If you think you are going to lose, and be punished for even trying, it makes some sense not to try.
