Because the law didn't need changed from his point of view. That being the known case to the Congress which he openly informed, the real question you perhaps OUGHT to have is "Why didn't congress tell him he was wrong, and insist he not engage in eavesdropping until the law could be changed?"

I note that you complete ignored my question as to why the heck you think the likes of Daschle had to remain silent simply because you feel Bush must have asked him to do so.
