A sharp move up in the stock market is usually correlated to
the announcement. So, one can track liquidity at the Fed, which
correlates with the move up. There are a few people who do that.

Usually the Fed has to print to help the market absorb the
new bonds sold at new treasury auctions. The dates and amounts of
these are known in advance. What is not known is whether they
will print or the foreign CBs will show up at auctions.
