Since we started this discussion with my off the top of the head sentence about that populations bestow the right of tax collection on governments, I'm left with the argument that such passive acquiescence is such.

At least we understand the reason behind our disagreement. I don't think passive acquiescence amounts to bestowing rights or legitimacy on anything.

I don't see any counter to that argument. Just leaves both of us trying to summon whatever circumstantial evidence we can find.

I'm not sure it really is about evidence. Depending on how you look at it, its either a semantic issue or philosophical difference. The central disagreement seems to be on the issue of whether passive acquiescence to the government amounts to bestowing rights/legitimate powers to the government.
