I think Bush made most of the story up ... this is just one of those things Bush does without thinking. That is why no one notified LA officials before hand.

Yes, there was some sort of plan in '02 for an attack, but it was in the earliest stages and had already been disclosed.

The "plot" was NEVER to use shoe bombers to fly planes into buildings. Even the White House press corps figured that out.
