Considering that every time something happens that brings focus to a government department, it seems to be crawling with people like George. I'd say the odds are pretty good the whole government is riddled with them... Unfortunately, I think you are right. Almost weekly, we learn of another gov't program meltdown or some incompetent being unmasked. Its unbelievable what Deutsch was doing in NASA. His behavior was so Soviet Unionish.......it boggles the mind.
