Won't do nothing but destroy the little guy. The guy that drives to work and tries to feed his family. You think "rich" people you want to tax drive to work and are going to be hurt? You really want to make mom with four kids be penalized for not driving a beer can?

Why not just add higher taxes on low mpg and tax cuts on high mpg? And throw in exemptions for campaign donations....

We're back where you started....

I dislike formulas that are bilevel like <> 32 MPG. Use a linear equation and reward higher mileage more. But yeah, other than that issue, something like what you propose is what Bush should have said in his SOTU. If he were an insightful leader he would have done that one week after 9/11.
