I would argue that we should do away with the word 'terrorist'. It's like calling our World War II enemies 'infantrymen', or 'tankers', or 'pilots'. Terrorism is a tactic, not an enemy.

Whether they target civilians or our military, anyone attacking us on our soil is an enemy. Let's root them out and kill or incapacitate them.

That's the problem with Iraq and, to some degree, Afghanistan. Sorting out the enemies from those who believe they are simply trying to free their country (even if they are duped). A mess caused by lack of mandate, planning, and plausible exit strategy.
