I would add a third crucial explanation for the success of Somalis in Minnesota: Location, location, location! Cedar/Riverside (where I once lived) is in the heart of the Twin Cities, right next to the huge main campus of the University of Minnesota, and the smaller Augsburg College. It has good bicycle, bus and freeway access to the rest of the city. Lots of opportunity for new immigrants to find jobs as janitors, food service workers, hospital orderlies, etc. Plus educational opportunities and higher level jobs as they move up the social order. This greatly contrasts to the Sweden immigration model, where the newcomers have been isolated in distant settlements without good job prospects.
