I thought the current question was whether appropriate to categorize Jews and Gypsies as "nationalities". I would say 'no'. Same with Arabs - it's not a nationality. Neither is men under 5 feet tall (even if they speak the same language).

Again, why do you want to say that someone is of a nationality that is different than what is on his passport? I don't see the point.

nationality, in political theory, the quality of belonging to a nation, in the sense of a group united by various strong ties. Among the usual ties are membership in the same general community, common customs, culture, tradition, history, and language. While no one of these factors is essential, some must be present for cohesion to be strong enough to justify the term nationality.

Under this broad definition parapalegics could be a nationality. Belong to a nation is the obvious definition, and the UN is the current world systems for what is and is not accepted as a nation.

How about the Ukrainians or the freedom fighters of Chechenya, are they part of the Russian nation and how would you characterize their status in the former Soviet Union? Not to mention Georgia and at least one of its more famous subjects?
