Without good government you and I have no chance whatsoever for happiness. Iraq is a good example of American stupidity on the role of good government. When civil society breaks down, nothing else works. There is no price you can put on living in an effectively functioning community. Contrary to mythology, people need each other and they need ways to work out their common needs and differences.
