The public loves apologies, even insincere Clinton-style ones.

But the media treats Republican apologies as proof of criminal culpability.

I do not agree. What the Administration should do, is buy a bunch of prepaid cellphones from places like Radio Shack and Target - purchased with cash. Give one to each Senator and tell them to await a call (from the cellphone) from the President. Then let the President call each senator and tell them that they were talking on an untraceable phone purchased with cash for X dollars from Radio Shack. Then have the President ask each Senator - if calls from such a phone as this, to a cave along the Pakistan/Afghani border, shouldn't be monitored.
