You can really see the difference in places in South America and the Middle East after earthquakes, compared to California. Work ethic, sense of civic responsibility, personal integrity, or some such, I don't have a good explanation. Just know it when I see it. Similarly, I was astonished to see the massive construction in the Netherlands built to keep their own low lands from flooding. It's just a different mentality. Short term it may be cheaper to let things slide but in the long run horrendously expensive.
