No, fatalism didn't cause the hurricane.

But -- not that you, personally care, but just for the record -- hurricane specialists have been predicting, for many years, what would happen if a hurricane like Katrina hit New Orleans, unless precautions were taken, and they were not taken.

It didn't have to be as bad as it was.

What explains the fact that these voices were unheard, as if they were shouting in the wilderness?

Could be stupidity but I prefer to think it's fatalism. Whatever. You obviously don't get it, if you think it's about who's "better" or what causes hurricanes.
