It's just my understanding of the word, which might be incorrect. But i think it is the general understanding of the word. Asked the person next to me whether he thought Jews or Gypsies were nationalities, and he said no. The UN doesn't define English, but it is the closest thing we've got to defining nations, and most people (I think) would define nationality as the nation where one is from or where one is now.

I guess a better question would be about Tibetans, since they do have a clear land area but no nation. And my hunch is that if asked whether Tibetan was a nationality or an ethnic group, non-stakeholders (people who are neither Tibetan nor Chinese) would answer ethnic group.
