Taro, I was thinking of the one from i15 (I believe) South of Irvine towards Long Beach. That's not the I-15. That's the 73. That goes between San Clemente, which is almost as far south you can go without leaving Orange County, and Long Beach. That has nothing to do with the traffic between Orange and Riverside counties, but it does help alleviate the traffic along I-405 going through Irvine. (Except, of course, when 73 merges into the 405.) Tenchusatsu
