Now, John, you know better than to cherry pick a point from a complex article. I'm still reading the piece and, sure, revamping the CIA is one of his points, but it certainly isn't his only point. And I'm hardly competent to "find a better way." I'm just a layman, an interested one, but still a layman.

His other points so far stand in stark contrast to Pollack, whom I find very credible.

And as far as the various studies done on Iraq's capabilities both before and after the war, not including Duelfer's, see the following link for the extensive divison of opinion concerning Iraq's assets. While you may see fuel for your arguments there, I see the 2002 NIE prepared by the CIA as a real piece of garbage, one not even Pillar can avoid. I'm still wondering how it got prepared.
