Nope, the rot took a while to work its way into the inner workings of FEMA.

I don't think the absence of 9-11 on Clinton's watch had anything to do with what went wrong with FEMA during Katrina. Large apples and oranges.

As for differential state responses, that's a different story. Anyone who wishes to pursue it, should. No doubt, one of these days, we may well have a comprehensive analysis. Of course, that assumes the Bush administration will release all the documents.

Right now, it's clear FEMA is broken. Should it be taken out of Homeland Security where, as Michael Brown contended, only disasters that can qualify as "terrorists" disasters are recognized? I don't know. But we are a long way from a place that questions of FEMA reform can be seriously contemplated.
