People are rating FEMA based on their expectations and not on FEMA's duties and responsibilities. The disconnect was never before so apparent.

I'm not certain. At any rate, the NO FEMA disaster was a disaster for them regardless of expectations that could not be met. It's a disaster by even the lowered standards of good disaster intelligence, good coordination, etc. Had they met those standards, it might be possible to have a reasonable national debate about the proper criteria.

My guess now is that whatever debate we have there will be two dominating threads.

One is the ever present our guys are right and your guys are wrong. Name it, whatever the issue, and we'll show you in more or less infinite detail how we are on the side of the angels and you are not.

The other theme, suppressed, will be attempts to engage serious conversations about what to do. I don't see that happening in fruitful ways until the Bush people have gone. I think their contamination of policy discussions with politics has finally led to such a loss of public confidence in such debates that we'll just have to wait.
