Assuming the Wikipedia is right, apparently the biggest proponents of this theory are Russians. I dunno if this is a holdover from Lysenkoism or not...

Now what's wrong with that when quite a few believe in water transports via comets from outer space?

The dust collected recently actually proved that surface and inside of same comet should be full of ice. (How they get there based on some dust is beyond my imagination though).
