Elroy, I doubt it would work because the unemployment rate is too high for the Palestinians so if you were to merge both countries into one, you would still have an underlying problem of oppression that would erupt into violence.

If the USA spent $5B/month on a job program where every citizen worked (especially young teenagers) in order to keep people busy & out of trouble as well as to give people the opportunity to rebuild their communities and thus have the money to eat & live, then that might work. However, the risk would be if $5B gets deployed in the wrong direction (e.g. funding terrorism) so I doubt the USA would ever do this. But if a job program's payment could be delivered in the form of building material, food, and infrastructure rather than cash, that might work.

But you couldn't merge two countries and expect success unless the underlying problem of oppression is addressed.
