The question isn't judging how we describe the threat, the key issue is a commensurate response to a threat that falls far short of previous conventional wars, and has no ability to threaten our existence.

One school of thought would take that issue and apply it to the extent we should let an unfettered executive claim unaccountable war powers for an indefinite period.
