neither of those are crazy enough to launch. The biggest threat from Russia is that someone might steal the nuke and sell it to Iran

Russia and China have not demonstrated the willingness to destroy their own populations in order to blow up others. Unfortunately, plenty of people in the ME seem to be quite willing to do that.
