"On the other hand, it's quite possible that Apple is simply following a philosophy of underpromise, overdeliver."

When it comes to upgrades, rarely, if ever, did Apple do such a switch on a not shipping product. It seems we're all guessing so it's just as likely that Intel is just passing on the freebee thru Apple to Apple's customer. If all orders are going to get filled with the faster processors, unless Apple was building them like this for the past 1-2 months, I don't see how Apple is going to be able to meet the delivery dates most people have been expecting.

Yes, it's likely that Intel overdelivered first and provided the faster processors to Apple for free, so, Apple was faced with either a dumb down (run the processors at slower speeds), a silent upgrade (upgrade some, but don't tell), a price increase for faster processors, or just upgrade all as they've done. The last option implies that the have supplies to upgrade all the users and never got any (significant) quantities of the slower processor.
It's likely that Apple was waiting for the processors to meet the delivery date anyway. The memory/hard drive is probably one of the last steps on the assembly line, so this upgrade isn't a major change.
Since the laptops are compact and light, the first shipments may be by air, costing a little more, but getting to market quicker. With the delivery date so close, I think they would have announced something if they couldn't start shipping by the expected date, but it's possible that some people get delayed a bit, and likely that the backlog won't get filled any time soon.
