Fish an Wildlife officers here in FL are the most powerful in the state. They can arrest you for anything. no juristiction limitations. Even give out traffic tickets. Drug arrests etc. I recall one fish and wildlife officer friend of mine pulling a guy over for speeding...the guy said, "you're fish and wildlife you can't give me a speeding ticket"...the officer promptly wrote him up as he said, wanna bet?

When someone is shot, that is the domain of the police and sheriff departments. No iffs about it. If someone is shot, the police/sheriff own this investigation, regardless of location. Obviously, you are uninformed on this law as well as the case: The PARK people issued him a citation for not having a $7 hunting stamp. They did NOT issue a ticket for him SHOOTING A HUMAN. Separately, the SHERIFF's department met with Cheney at 8AM on Monday morning to investigate the shooting, and on Tuesday the decided not to issue a ticket. Acknowledge it is WRONG to not issue a ticket for a shooting accident. An AUTOMOBILE in this country has better rights, than a HUMAN, because police issue tickets for small fender/bender accidents, but they don't issue tickets when a person SHOOTS another person by accident. I don't care whether Cheny is Rep or Dem, the LAW should require a TICKET to be issued when someone shoots another person by accident. Period.
