You are confusing two issues.

1. The post to Ten was mainly about countries that do not have dual citizenship, but who will inquire into your ancestry and the risk associated.

2. The post also mentioned it also can be a risk with those countries that have dual citizenship, per the link.

As far as your post, dual citizenship isn't ambiguous - it's defined and negotiated by the USA govt and the participating countries.
