The ambulance did not require Cheney to be in it- since Cheney was not injured.

The ambulance is there for Cheney 24/7. You can leave Cheney at the scene with his ambulance and the victim, you can send the victim to the hospital in the ambulance and Cheney rides along, or you can separate Cheney from his ambulance. The first option is immoral. The choice is between the latter two. Do we want to put our VP at risk, albeit a small risk, so we can preserve evidence (what evidence that might ential I can't imagine) of an accident? I can't justify that, even if the VP is Cheney.
