No one here is pointing out that the police would have escorted Cheney to the ranch and been waiting at the entrance. They escort all White House motorcades. But once a shot is fired and someone is hurt, the Secret Service would take over, bundle everyone in the limos and ambulance and go like hell for the hospital. The police can join in or get run over. The police would also be at the hospital and the details would have been known to them right away. Secret Service protectees like Vice Presidents don't have to call 911. But they don't let local cops tell them what to do either. ;<)
