First reasonable Israel/Palestine peace plan presented by Swedish Count Bernadotte back in 1947 called for Jerusalem being an open multi ethnic city under direct UN control.

This plan drew heavy flack from both Arab and Israel sides and eventually the Stern Gang killed him for that. Including a later prime minister of Israel.
