You have to distinguish between a terrorist who strikes terror in the US like Osama did and someone like Saddam or any other dictator who is a dictator in his own country. Every dictator I know of (except benevolent dictators which are few) have murdered their own citizens to safeguard their seat of power. N. Korea has a dictator who is starving his people. Why don't we attack his country. He is mass murdering, is it not?
