Well I've spoken with one gun shop, and 2 friends who are sport hunters about 28 gauge shotguns.
They have confirmed that a 28 gauge bird shot (#8) cannot puncture a vest, shirt, and skin and make it to the heart muscle unless fired at almost point blank range. Not at 30 yards for sure.
That would be against the laws of the physics of the weapon.
A 28 gauge shotgun is the second lightest shotgun, falling just behind a 410 shotgun in power.
The purpose of a 410 or 28 gauge is to NOT be that powerful, as it would blow the bird into little pieces.
Either Cheney had a more powerful weapon or he is not telling the truth about the distance from Wittington.
