Ted, to be honest, I think there's a good reason why 50% of California's emissions are from 10% of the vehicles. It's because the other 90% have vastly improved their emissions over the years. And that's just due to better technology; California's standards are no longer tough for auto makers to satisfy.

I am not sure the junkers are entirely responsible. I think some of the oil refineries and other industry are major contributors. Remember, they could buy pollution credits from other companies who would lower their pollution output in the amount required of the company buying the credits......most of those companies were in the Central Valley and their improvements benefited the Central Valley and points east.

You also must remember that before the Spaniards arrived, the Indians referred to LA as the valley of the hazy smoke or something like that. Due to its topography and climate, there will always be a certain amount of haze in the atmosphere. LA and the OC will never have very many days like in Minneapolis where its usually very clear and crisp.

Still, I'd like to see that blanket of smog disappear. Ah-nuld has some ideas in mind, such as emission detectors at highway exit ramps, but no word on when they'll be implemented, if ever.

But I think the junkers are exempted from emission controls.

On a related note, Mayor Villaragosa has started to get some of the traffic lights in L.A. synchronized. Fewer cars idling in city traffic => less pollution => happier L.A. citizens.

That's a weird one.......when I first got there, streets were always well synchronized.....then some time around the time of the riots or the earthquakes, lites got out of sync. I am not sure why.
