Who was president on 8-6-01 when the CIA warned of imminent Al Qaida attacks on US soil using hijacked airplanes?

Bush is a poor commander in chief. He did not protect us when it counted. And he has spent a half trillion bucks getting us mired in a hopeless ware in Iraq which has made the Middle East twice as dangerous. Plus he let Osama go and hasn't knocked out Al Qaida five years after the attacks.
