This assumption:
In the absence of evidence to the contrary it seems reasonable to assume that having a conflict in one place leaves less resources available to use somewhere else. This can easily be true even if their overall level of resources has increased due to Iraq.

We have added new resources to terrorism, AND I contend that our continued occupation in Iraq will do this faster than we remove the new terrorists. Fighting an unneeded war is not a good way to win an unconnected conflict.
