I agree with your solution. Where i disagree is eliminating military votes on a technicality. The other votes not counted had to do with machines and chads. It is two different things. Having said that, Gore should have won the election, not because he was cheated out of it, but because the guy with the most votes over a certain percentage in a multi candidate race, should be the winner. The EC can never be fair and i suspect we will have more and more of these unsure finishes. mike
