It seems to me that you are reading an awful lot into a simple declarative. Reading it in to that statement would be assuming that was the correct case with little or no other information. Stating it as a possibility isn't reading much in to the statement. If it comes from incompetent folks, then it may be false. If it comes from dishonest folks, then it may be dishonest. If it comes from competent or incompetent folks it might be true or false. Competent and false and incompetent and true are not logically or even practically excluded possibilities.
