Of COURSE it would. (Still, it would have to be phased in... it would be unfair to do it all at one. People need time to change behaviors.)

No.

Every proposal I've seen for this included a tax rebate for EVERY DIME of the new gas tax revenue, or an income tax credit of the same amount.
