Is there something about the phrase 'revenue neutral' that you don't understand? 'Cause, if you DO understand the meaning of the phrase... you would now be at the point where it's time for you to try to PROVE your contention. You know... with facts, logic, argument. Until then, all you've put forward is a (non-sensical, me thinks...) unsupported allegation.
