Monitor refresh rates are a function of the monitor's electronics. Setting a too high refresh rate can destroy a monitor. You should go with the default rates or get reliable info from the monitor manufacturer as to what the proper refresh rate setting is for the monitor. Neither the OS nor the internet connection influence the speed with which images are rendered. Some of the better (more expensive) video display cards can render images faster than others but their ultimate display speed is still set by the monitor's internal electronics.
