"up until" means before, right? so how far shall we go?

From 1850 to 1900, there was a small increase......but the big numbers didn't start until after WW I.

You've gotta admit that the neighboring countries' recognition is a lot more important than UN recognition. Who cares if Bolivia says "there is a country called Israel way over there", but Lebanon says "no, there isn't"?
