Nonsense.

Cheney had nothing to do with the required $7 stamp. Cheney's staff wrote to the proper authorities asking for all required licenses for his hunting trip. The state did not provide the $7 stamp for hunting upland birds. And they charged him $14 for a federal stamp he already had.

An official from the state explained that the stamp was new (less than 5 months) & it wasn't widely advertised. He said that due to this, they had previously determined (unrelated to Cheney) that no one would by cited for lacking the stamp. Only warnings would be issued.

And yes, the facts do speak for themselves. One accident with multiple mitigating factors after well more than a decade with no known competence issues does not qualify as genuine incompetence.

You have yet to begin to make a compelling case for incompetence. What you personally believe does not jive with reality. This is not a black & white world where standards of perfection rigidly apply to determine the difference between competence & incompetence.
