OK, incomplete control then. They have trouble stopping filibusters in congress, the Supreme Court always has a swing vote, and the executive branch has its moles too.

The point is, our separation of powers design is working perfectly. You just don't like the result. Right now. No doubt I feel the same way when people like Bill Clinton get in the Oval Office.

And Lord help us if Hillary ever does that.
