Sure, it could, but that would require an invalid inference. Not that folks never do that, but if they do, the error is on them.

I don't think that would be a reasonable interpretation.

"Alcohol was not a factor" doesn't equate with "he had no alcohol that day". There is no logical connection between the two ideas.
