The problem with US government media will be always be the content rather than the delivery style. I know in excruciating detail how US government public affairs themes are developed and disseminated - even if you get Steven Spielberg to direct all of your promotional spots worldwide, it will still be the same clunky message full of tired cliches from the Beltway bureaucracy, most of whom have never spent more than a week or two outside their own country and culture at a stretch. So you get the kind of vapid, patronizing lecturing that has pervaded VOA programming for decades.

And on top of that, this administration's policies are just plain flat unpopular and disliked by most people outside America. Trying to hammer a Bush-line message through all the commercial media clutter won't gain you any new adherents. Most people get a reasonable digest of US policy statements through the major media in their country and on satellite TV (which is everywhere now).

They just don't like what they hear.
