That presupposes an effective and united government, which I'm becoming daily less convinced of.

Yes, it's often no encouraging to see the BS going on amongst the various factions.

Kinda like Louisiana governmental polickin' over how to rebuild their own state, even when they have billions of dollars being handed to them by the Federal government.

Lots of powerful interests and factions there as well.. All playing the race card and doing more fighting than compromising, which is delaying the reconstruction and relief efforts.

But y'know, in the case of Iraq, it's going to take a strong professional (and politically neutral) to act as the guarantors of the democratic system being created there. It's one of the strengths of our own army, and over time, it's increasing become the strength of other armies that the US has trained.

In fact, as I recall, non-politicization and support of the democratic institution is a primary focus of US training support to foreign countries.
