It wasn't that Kerry was fooled, it was that he could not prove any of the lies wrong.

After all, Saddam did have WMD back in the early 90's, and no one had clear evidence he'd destroyed them. Plus, Kerry knew Bush was going to invade no matter what (he told a small gathering of us that in summer, 2002) so instead of trying to stop the war (impossible, Kerry knew) the important thing was to do the war right, make Bush promise to invade only as a last resort, use the UN and allies, and prepare so well that the troops would he at the least amount of risk.

Bush broke his promises and did none of the above, as we know. Bush-CHeney also deliberately falsified intel and showed the senate only the stuff that was very damaging to Saddam and scary to us post 9-11.

If Kerry were president now, the war would be over.
