This a totally discredited account, And it's written in a way too intentionally mislead you as well. Phrases like :"the series of meetings held between U.S., Pakistani, and Taliban officials after 1998, indicates the project was never off the table. "

And then never talks about the meeting that the writer alleges and what indications there were.

Basically you have to take a leap of faith to get from "A" to "B" in that story.

Afghanistan has been stable for what... over 2 years? When do they start turning dirt? The lack of progress should be all you need to debunk this one, but I doubt it.
