Fine, let's look at Ireland & Yugoslavia. In both cases the troubles went on for a long time because the neighbors either didn't mind them or got satisfaction from them, or didn't want to pay the price for stopping them. When the neighbors got good and sick of the troubles (Ireland) or got someone else in to do the heavy lifting (Yugoslavia), then the troubles got stopped.

In the case of Israel/Pal, the neighbors are deeply invested in having the troubles go on. Always have been, now true more than ever.
